When you select a user, the settings for them will display on the right. Only settings that the user is overriding from the defaults will display. This keeps the user manager simple unless you really want to see everything. Most of the time you don't. When you do need a particular setting, click on the 'Show All' button to show all settings. Now everything is visible, and you can click a checkbox to override the default setting for this user. The Quick Jump drop down can help you skip to a particular section quickly.
